If you are preparing for the Norskprøven at A2 for permanent residence, the most direct path is: Norsk på 1-2-3 as your textbook, NorwegianClass101 for audio and speaking preparation, and one or two iTalki sessions before the oral exam.
If you are working toward B1 for citizenship, add the Routledge grammar reference once your foundation is solid, and plan for more regular iTalki sessions to build spontaneous speaking fluency.
If you are learning independently outside Norway, Complete Norwegian (Teach Yourself) is the best single-volume starting point, combined with NorwegianClass101 for audio.
